This was during the Mayors' Tour of Europe that lasted from the beginning of May to the end of June in 1959. Las Vegas mayor C.D. Baker ready to sign a guest book. This photograph was taken most likely in Paris, France. Stamped on the back of the photograph is, "Copyright By Actualites clair Continental.
