Description
Board members sign a contract, possibly for a land deal (although there is disagreement on the origin of the photo). W. A. Davis says Cutright's original caption is incorrect: "Wilbur Mills (?) signing part of the contract [for dam], at 6 Co. Office. See Image pho023268, 0123 0168 for another photo and alternate caption.
