T i m M c R o b e r t s c a l l e d a t t e n t i o n to a s t a t e m e n t he m a d e on p a g e 4. Mr. M c R o b e r t s w a s q u o t e d as s a y i n g , " T i m also i n f o r m e d the S e n a t e that he d i d n ' t have a B.A. d e g r e e and ..." The s e c r e t a r y , in r e v i e w i n g the tape for t h a t m e e t i n g , h e r e b y c h a n g e s M r . R o b e r t s ' s t a t e m e n t as f o l l o w s : "I d o n ' t have a B . A . in mass c o m m u n i c a t i o n s e i t h e r . . . " After the m i n u t e s were d u l y c o r r e c t e d , the m o t i o n w a s made and s e c o n d e d to a p p r o v e the m i n u t e s for m e e t i n g N o . 4 . Motion p a s s e d . I V . Executive Board A n n o u n c e m e n t s In the a b s e n c e of John H u n t , the S p e a k e r a n n o u n c e d that J o h n had sent out l e t t e r s to the a p p l i c a n t s for the C.SUN B u s i n e s s M a n a g e r who w i l l be p e r s o n a l l y i n t e r v i e w e d this m o n t h . He a l s o a n n o u n c e d that John is now r e c e i v i n g appli-c a t i o n s from t h o s e w i s h i n g to serve on the Senate A p p r o p r i a t i o n s C o m m i t t e e . The S p e a k e r n o t i f i e d the S e n a t o r s that they had each r e c e i v e d a list showing the o p e n i n g s on the v a r i o u s c o m m i t t e e s ; a n n o u n c e d that there w i l l be a m a n d a t o r y a t t e n d a n c e at all Senate m e e t i n g s ; asked the S e n a t o r s to review the C o n s t i t u t i o n ; r e p o r t e d they need a P a r l i a m e n t a r i a n and asked everyone to p l e a s e let h i m k n o w if there w a s a n y o n e i n t e r e s t e d ; a n n o u n c e d that v a c a t i o n s a n d work will not be a c c e p t e d as an e x c u s e d a b s e n c e and that t h e i r work s c h e d u l e w i l l have to be a d a p t e d to fit the Senate m e e t i n g s . The P r e s i d e n t , C h u c k W h i t e , a n n o u n c e d that T i n a K u n z e r , C h e e r l e a d e r t r a i n e r, w o u l d be a t t e n d i n g the n e x t S e n a t e m e e t i n g and a n y o n e w i t h any ideas r e g a r d i n g t h e C h e e r l e a d e r s should let her k n o w , as she w a n t s some f e e d b a c k from the S e n a t o r s . He a l s o a n n o u n c e d he is still w a i t i n g to get n a m e s of p e o p l e who can be c o n t a c t e d r e g a r d i n g the U S U N S survey from the S e n a t o r s . Z o r n , C l a r y , C r o s b y , S p i g h t , S i m i c h and D e t t r e — with W h i t e s e r v i n g as an e x - o f f i c i o . V . Committee Reports 1 . Union Board J o e M a t v a y asked Gene R u s s o , V i c e P r e s i d e n t for U n i o n A f f a i r s , to e x p l a i n w h a t his d u t i e s c o n s i s t o f . Gene a d v i s e d that the C o n s t i t u t i o n shows what h i s d u t i e s are — but he w e n t into g r e a t d e t a i l b r e a k i n g down e a c h and every t h i n g he d o e s . Among some of his d u t i e s w e r e : the o f f i c i a l s p o k e s m a n for the Union; e n d e a v o r s to k e e p the U n i o n b u i l d i n g in o r d e r ; k e e p i n g the Senate u p - t o - d a t e on how they are s p e n d i n g m o n e y ; a c t i n g as l i a i s o n b e t w e e n CSUN a n d the U n i o n , e t c . He also told the Senate that he is the State repre-s e n t a t i v e for the A C U I — an i n t e r n a t i o n a l c o l l e g e a s s o c i a t i o n o f w h i c h he is a m e m b e r . H e f u r t h e r r e p o r t e d on the r e n o v a t i o n of the snack bar and that P o n d e r o s a had been a w a r d e d the bid even t h o u g h it was $ 1 9 , 0 0 0 over the o r i g i n a l b u d g e t of $ 1 5 0 , 0 0 0 . This w a s given the okay by the B o a r d of R e g e n t s at the last m e e t i n g . The Union is now in the p r o c e s s of f o r m i n g a Task C o m m i t t e e to see if they can sell the U n i o n b u i l d i n g in o r d e r to get a new b u i l d i n g ; the C o n f e r e n c e room on the second floor w i l l be f u r n i s h e d now as a C o n f e r e n c e r o o m should b e , since the radio s t a t i o n w i l l not be taking that o v e r — and t h e game room is g o i n g to have 28 b r a n d new g a m e s . V I . Old B u s i n e s s A . Radio S t a t i o n P e r s o n n e l (Vote) 1 . Tommy Walker L e o n L e v i t t m o v e d to a p p r o v e the h i r i n g of T o m m y W a l k e r w h i c h was s e c o n d e d. It w a s then o p e n e d for d i s c u s s i o n . Tim M c R o b e r t s asked a b o u t a letter that h a d been p a s s e d out to the S e n a t e , and the P r e s i d e n t r e p o r t e d that inasmuch as M r . W a l k e r w a s u n a b l e to be p r e s e n t at this m e e t i n g , he h o p e d that the l e t t e r w o u l d s u f f i c e in his a b s e n c e . The P r e s i d e n t then a n n o u n c e d that if M r . W a l k e r is o k a y e d for the job, he w i l l be p a i d $ 7 5 0 . 0 0 for the m o n t h o f June — June 7 b e i n g his h i r i n g date — $900 m o n t h l y up to A u g u s t 31, 1 9 7 8 . L o r r a i n e A l d e r m a n for an a m e n d m e n t to show from June 7 to A u g u s t 3 1 , 1 9 7 8 , the sum of $ 2 5 5 0 . 0 0 , w h i c h was s e c o n d e d . Motion p a s s e d w i t h one a b s t e n t i o n . Leon L e v i t t c a l l e d to the q u e s t i o n w h i c h w a s s e c o n d e d after a short d i s c u s s i o n . Tim w i s h e d to call a p o i n t of o r d e r and a s k e d w h e n w a s the p r o p e r time to d i s c u s s the l e t t e r . The S p e a k e r i n f o r m e d Tim M c R o b e r t s that he could not d i s c u s s this now as they w e r e m o v i n g into the v o t e . McRoberts c h a l l e n g e d the C h a i r and said he w a n t e d it to go down on r e c o r d . The S p e a k er i n f o r m e d him he c o u l d not c h a l l e n g e the C h a i r . The m o t i o n w a s m a d e and s e c o n d e d to v o t e i m m e d i a t e l y for a c c e p t a n c e of T o m m y W a l k e r w h i c h failed with 8 f o r , 9 a g a i n s t and one a b s t e n t i o n . W a l k e r w o u l d be here since he does n o t seem to be i n f o r m e d on some t h i n g s . As for the new l o c a t i o n of the s t u d i o , it can't be done until a f t e r July 1 s t . He a d m i t t e d M r . W a l k e r was w e l l q u a l i f i e d for the job even though he had made a few e r r o r s in his letter. P r e s i d e n t W h i t e r e p o r t e d that he had spoken to Dr. G l e n n e n r e g a r d i n g the S t a t i o n M a n a g e r p o s i t i o n and they w i l l c o n s i d e r an a p p l i c a n t with e x p e r i e n c e . B i l l B o t o s asked for a b r e a k d o w n on the 10 y e a r s e x p e r i e n c e of W a l k e r and t h e P r e s i d e n t o b l i g e d . Don S o d e r b e r g asked a b o u t T i m ' s r e s i g n a t i o n of J u n e 30th and Tim r e p o r t e d that he had o f f e r e d to w o r k d u r i n g the summer u n t i l S e p t e m b e r 1st w i t h no p a y . A1 P a d d e r u d w a s given the floor to e x p r e s s h i s views r e g a r d i n g the radio s t a t i o n . He told the S e n a t e he c o u l d n ' t believe t h e y w o u l d allow M c R o b e r t s to stay on u n t i l S e p t e m b e r 1st w h i l e he is r u n n i n g f o r a p o l i t i c a l o f f i c e with a free s e c r e t a r y , free o f f i c e and free t e l e p h o n e. A f t e r further d i s c u s s i o n with e m p h a s i s on l e a v i n g p e r s o n a l i t i e s out of the d i s c u s s i o n , there was a call for the q u e s t i o n w h i c h was s e c o n d e d . They w e n t i m m e d i a t e l y into the vote to a c c e p t T o m m y W a l k e r ' s c o n t r a c t as a m e n d e d w h i c h p a s s e d w i t h one a g a i n s t , and 6 a b s t e n t i o n s . B . Vacant U n i o n Board Seat (Vote) 1. Lora Miller T h e floor w a s then o p e n e d for d i s c u s s i o n . Bill B o t o s moved to a p p r o v e L o r a M i l l e r w h i c h w a s s e c o n d e d by L o r r a i n e A l d e r m a n . Don S o d e r b e r g moved for a 10 m i n u t e r e c e s s in o r d e r to give the S e n a t o r s time to m e e t the c a n d i d a t e and ask her a few q u e s t i o n s . The m o t i o n was s e c o n d e d by Bill B o t o s . The vote p r o v e d 8 f o r , 8 a g a i n s t and 3 a b s t e n t i o n s . Being a tie, the C h a i r cast his vote in favor of the r e c e s s . The S e n a t e r e c e s s e d at 4 : 5 5 p . m . and r e c o n v e n e d at 5:05 p . m . Back into d i s c u s s i o n with the P r e s i d e n t a p o l o g i z i n g to the Senate for l e a v i n g the m e e t i n g r i g h t a f t e r the vote in favor of M r . W a l k e r and e x p l a i n e d that M r . W a l k e r was s t a n d i n g by w a i t i n g for him to call r e g a r d i n g the o u t c o m e . Peggy Racel called for the q u e s t i o n , s e c o n d e d and p a s s e d with one a b s t e n t i o n . Motion to a p p r o v e Lora Miller p a s s e d with one a b s t e n t i o n . C . Byron B l a s c o T h e S p e a k e r a n n o u n c e d that Dave L e v i n s had w i t h d r a w n his name from the n o m i n a t i o n , and also a n n o u n c e d that there were two v a c a n t seats on the U n i v e r s i t y C o l l e g e since Rob N i e l s e n had m o v e d to the J u n i o r C l a s s . Mandatory E x e c u t i v e Board A t t e n d a n c e (Discussion) T h e r e w a s a lengthy d i s c u s s i o n pro and con re a m a n d a t o r y Board a t t e n d a n ce w i t h e m p h a s i s on the fact that t h e E x e c u t i v e B o a r d , w i t h the e x c e p t i o n of the P r e s i d e n t , w a s r e c e i v i n g $200.00 a m o n t h and the 15 hour w o r k r e g u i r e m e nt b e i n g w a i v e d for H u n t and W i l l i c k . Disapproval was e x p r e s s e d over the fact t h a t the S e n a t o r s were r e g u i r e d to a t t e n d all S e n a t e m e e t i n g s d u r i n g the s u m m e r , a n d v a c a t i o n or w o r k w a s no e x c u s e for b e i n g a b s e n t and w o u l d not be a c c e p t e d as an e x c u s e d a b s e n c e , the S e n a t o r w o u l d lose his stipend if he was n o t in a t t e n d a n c e and/or lose his seat w i t h two or m o r e a b s e n c e s . The p o i n t w a s b r o u g h t up t h a t the E x e c u t i v e Board d o e s not lose its stipend if they miss S e n a t e m e e t i n g s . Jeanne H a r k e n r i d e r r e p o r t e d that a c c o r d i n g to the C o n s t i t u t i o n , t h e E x e c u t i v e Board is not r e g u i r e d to a t t e n d Senate M e e t i n g s . Don S o d e r b e r g stated that he felt the E x e c u t i v e Board should attend in case t h e r e is a g u e s t i o n that c o m e s up n e e d i n g an a n s w e r from one of the e x e c u t i v e s . L e o n L e v i t t e x p r e s s e d that the S e n a t o r has to p u t in a c e r t a i n a m o u n t of input a n d it w o u l d help if the E x e c u t i v e Board w a s p r e s e n t . Jeanne H a r k e n r i d e r said the S e n a t o r s should do m o r e r e s e a r c h w o r k on the A g e n d a and only r e g u e s t they be p r e s e n t when needed and not d e m a n d that they a t t e n d all m e e t i n g s . Gene R u s s o r e p o r t e d that in the C o n s t i t u t i o n , he is r e g u i r e d to be p r e s e n t only o n c e a m o n t h to give a m o n t h l y r e p o r t on the Union a f f a i r s . Joe M a t v a y asked a b o u t a p r o x y vote if a S e n a t o r could n o t be p r e s e n t b u t was a d v i s e d that this was a l l o w e d in the U n i v e r s i t y Senate b u t not the CSUN S e n a t e . Don S o d e r b e r g r e g u e s t e d that a n o t i c e be p l a c e d in each S e n a t o r ' s box w h e n an E x e c u t i v e O f f i c e r w o u l d not be in a t t e n d a n c e , so it was a g r e e d to have this p l a c e d on the a g e n d a for the n e x t m e e t i n g . Open D i s c u s s i on R o b N i e l s e n q u e s t i o n e d how the I n t r a m u r a l s D i r e c t o r p o s i t i o n had been a d v e r t i s e d and once again stated that he d o e s not feel the o p e n i n g s are b e i n g a d v e r t i s e d p r o p e r l y . He also e x p r e s s e d his d i s f a v o r in that E x e c u t i ve B o a r d m e m b e r s are now on v a c a t i o n and he d o e s n ' t feel it is r i g h t to say t h a t the S e n a t o r s c a n ' t be e x c u s e d to go on v a c a t i o n . Joyce B r i d g e s also e x p r e s s e d her v i e w s c o n c e r n i n g e x c u s e d a b s e n c e s for v a c a t i o n s and Joe M a t v a y r e q u e s t e d the "Senate V a c a t i o n s " should be on the n e x t a g e n d a . L o r r a i n e A l d e r m a n q u e s t i o n e d if any of the new s t u d e n t s were i n f o r m e d they c o u l d apply for the A c t i v i t i e s B o a r d , and S u s a n a Reyes q u e s t i o n e d the same n a m e s b e i n g on the A c t i v i t i e s B o a r d . There was also d i s c u s s i o n as to why n o g i r l s w e r e included on this b o a r d . Don S o d e r b e r g r e p o r t e d that if the S e n a t e d o e s n ' t a p p r o v e of those a p p o i n t e d to the A c t i v i t i e s B o a r d , they can a l w a y s vote them o u t . Rob N i e l s e n r e p o r t e d he w a s s e l e c t e d b e c a u s e of his q u a l i f i c a t i o n s . P r e s i d e n t W h i t e r e p o r t e d he could not sign the S e n a t e s t i p e n d s b e c a u s e they c a n n o t allow the R a d i o Board to get s t i p e n d s , and he had to v o i d it b e c a u s e o f the way it was w o r d e d . He r e p o r t e d it w i l l be on the a g e n d a at the next m e e t i n g . There w a s q u i t e a d i s c u s s i o n on the v o i d i n g of the S e n a t e stipends and Joe M a t v a y asked if the S e n a t e c o u l d n ' t be p a i d the m i n i m u m for the month o f M a y . Activity B o a r d m e m b e r s that w e r e Senators r a i s e d an a d d i t i o n a l $10.00 t h r o u g h the A c t i v i t i e s B o a r d . The t o t a l a m o u n t of money f r o m C S U N for these s t i p e n d s was $ 4 5 0 . 0 0 p e r m o n t h or $5,400 for the y e a r . The s t i p e n d p a s s e d by the c u r r e n t S e n a t e at its May 30th m e e t i n g w o u l d r e s u l t in 20 S e n a t o r s r e c e i v i n g $30.00 p e r m o n t h and 8 S e n a t o r s r e c e i v i n g $50.00 p e r m o n t h . This w o u l d cost $1,000 p e r m o n t h or $ 1 2 , 0 0 0 for the y e a r . In 9 m o n t h s time — from O c t o b e r 1 9 7 7 to J u n e 1978 — Senate s t i p e n d s have i n c r e a s e d 1 0 0 % . Those S e n a t o r s s e r v i n g on the R a d i o Board w o u l d r e c e i v e a 233% i n c r e a s e in s t i p e n d s . In t o t u m , this r e p r e s e n t s an i n c r e a s e of $6,600 for the y e a r in S e n a t o r i a l s t i p e n d s . B y c o m p a r i s o n , E x e c u t i v e B o a r d s t i p e n d s have been i n c r e a s e d by 14% from this time last y e a r . S t i p e n d s are d e s i g n e d not as an h o u r l y wage — but as an h o n o r a r i u m for s e r v i n g the s t u d e n t b o d y . It w o u l d seem i n a p p r o p r i a t e to p r o d u c e a p o s i t i o n that w o u l d a t t r a c t p e o p l e m e r e l y for the m o n e t a r y c o m p e n s a t i o n . In r e g a r d to the R a d i o B o a r d , that B o a r d w i l l p r o b a b l y m e e t less o f t e n and i n v o l v e fewer o u t s i d e p r o j e c t s than the Y e l l B o a r d , the A p p r o p r i a t i o n s Board or the O r g a n i z a t i o n s B o a r d . A s t i p e n d i n c r e a s e for s e r v i n g on the Radio Board w o u l d be u n f a i r to those S e n a t o rs w o r k i n g as hard or h a r d e r in o t h e r f i e l d s . T h e r e has b e e n m u c h d i s c u s s i o n on the w o r k l o a d of the A c t i v i t i e s B o a r d . Activity Board m e m b e r s are c o m p e n s a t e d a u t o m a t i c a l l y in s t a t u s and s e r v i c e s for the time that they p u t i n . While it has been p o l i c y to distribute t o the m e m b e r s of this B o a r d a s t i p e n d , this w a s done b e c a u s e the m a j o r i t y of B o a r d m e m b e r s r e c e i v e no o t h e r s t i p e n d . Activity Board m e m b e r s r e g u l a r l y r e c e i v e free a d m i s s i o n to all C S U N p a r t i e s , l e c t u r e s , m o v i e s and other a c t i v i t i e s . The A c t i v i t i e s Board is the s i n g l e - m o s t s o u g h t - a f t e r p o s i t i o n in C S U N . Virtually h a l f the Senate has r e q u e s t e d to serve on this B o a r d . Elimination of a d d i t i o n al s t i p e n d s would not r e s u l t in a lack of S e n a t o r s asking to serve on this B o a r d . R a t h e r it w o u l d r e s u l t in insuring that those S e n a t o r s serving on this Board are doing so out of a d e s i r e to serve the s t u d e n t s for o t h e r than p e r s o n a l g a i n s .
