It is the sense of the Congress that the 2 Nuclear Regulatory Commission should not certify any 3 package pursuant to section 180(a) of the Nuclear Waste 4 Policy Act of 1982 (42 U.S.C. 10175(a)) for the transpor- 5 tation of spent nuclear fuel under subtitle A of title I of 6 such Act, unless the safety of the package has been estab- 7 lished through full-scale physical testing.
