12 6 . Conservation of Water The ever Increasing need of conserving the ground waters of the Las Vegas Valley In general and in the City of Las Vegas in par­ticular is recognized on all sides. With a comparatively new distribution system made up almost entirely of cast iron pipe, leakage from mains is at a minimum. Nearly all wastage and extravagant use of water occurs on the customers* premises, either through faulty plumbing or carelessness on the part of the customer, or both. Through newspaper display, field inspection and policing as an aid in the enforcement of city ordinances, the Company carries on a continual campaign against the wasting of water. Very fine coopera­tion has been received from the City itself In assisting in the en­forcement of conservation measures. Prior to the passage of a city ordinance requiring recapture equipment on evaporation coolers and water-cooled refrigeration equip­ment, a large waste occurred in the operation of apparatus of this type. The cost of conservation efforts Is an inherent expense of the flat-rate system and at best conservation measures can only partially accomplish their intended purpose.
