4 and certificate of public convenience and necessity abide by provisions of Rule 9> but must under its franchise and certificate of public convenience and necessity supply water to the needs of its present customers and applicants for service when premises are connected and all ready for water. All of these customers should be within the corporate limits of the City of Las Vegas; 2 - that any capital expenditures made by the Company under Rule 9 should be added to the total figure as evidenced in its agreement with the Las Vegas Valley Water District; and 3 - that the motion as made by the Las Vegas Land and Water Company to place in operation pur­ported Rule 9.5 be denied.
