Although the contract covers miscellaneous equipment and material used in the dis­tribution of water, it failed to have a similar provision covering the production and storage of water (for example, spare pipe, parts, pumps, etc.). The Union Pacific contract also failed to provide for turning over of its water records to the District. 2. Emergency Water Service to Union Pacific (Section 4). Union Pacific's draft provided for the District to provide emergency standby water service to Union Pacific but failed to provide for payment of charges for rendering standby service or to contain adequate safety provisions concerning the main­tenance and operation of the emergency connections. 3. Basic Price (Section 11). Provide for reductions in the basic price for the following matters: (a) Depreciation on all depreciable operating property from September 1, 1952. (b) Retirements of any operating property since Septem­ber 1 , 1952. (c) Accounts receivable should be revised to make pro­visions for an allowance for bad debts. 2.
