It also might be advisable to obtain from the title company a report showing all certificates of appropriation recorded in the name of Union Pacific, Salt Lake Railroad and the Water Company. 3. Examine Nevada law to ascertain whether the Dis­trict should obtain an "assignment" of the franchise in the City of Las Vegas or should simply obtain from Union Pacific a "covenent not to exercise its franchise." I am not cer­tain whether under Nevada law and the charter of the City of Las Vegas whether the District is required to obtain a "franchise" in order to operate within the City of Las Vegas.
