X - The District has a limited bonding capacity and cannot afford to pay store than is accessary to acquire the Water Co. 2 - The Las Vegas Land and Water Co. tea apparently reached the end at its water resources and, In purchasing the water system, the District will be giving them a fair capital gain as well as bailing the® out of a bad situation. 3 - The prosperity of the entire Las Vegas area, including the Union Pacific, depend© upon the increased water facilities which the District alone can provide. 4 - The existing system is admittedly inadequate and immediately after purchasing the system the District will be faced with the construction of additional storage and distribution facilities in addition to the con­struction of the Lake Mead delivery system, 5 - The Water Co. is admittedly operating at a very low rate of return on even their investment cost.
