66 3 I like the plan myself.I do not think it would be best however, to leave the matter entirely in the hands of the Indians. My opinion is that these policeman (if appointed) should be under some head either the Agent of the Reservation, myself, is some good man at The Needles, Mr. Murphy of the firm of Managhau Murphy at the Needles would be a very excellent man. I suppose these Indians are properly under my jurisdiction. If so I be given the power of an agent- to organize courts of justice, to inflict punishment, impose fines etc, I will undertake the task, although my hands are very full, and do the best possible to stop this terribly deviency habit, something ought to be done.
