Authority.is also granted, for you to expend a sum not ex­ceeding $190.15, in the opai market purchase of farm and garden seeds, at lowest obtainable rates, not however, to exceed the rates and quantities specified in your estimate above referred to, the same being required for planting purposes on your school farm, as stated in your estimate.
