Ross Clark, Second Vice President, Los Angeles, Cal, Dear Mr. Clark:- Referring to proposed trip to Las Vegas Ranchj while Dr. Bracken was here he informed me that the Stewarts had acquired a tract of land adjoining the lower field and that they had forbidden him repair­ing or fixing the fence line. He, also, stated that it was difficult for him to use all the water and that he feared almost any time that the Stewarts would make an effort to take the water when he is not usuing it and try to hold it on the claim that it was surplus water. In order to avoid such a contingency, a plan for the general improvement of the land and the laying out of a town site and the improve­ment of the same should be agreed upon at the earliest possible date, and the use made of all the water in carrying out such proposed improvements. I have now decided to defer my trip until after the 25th of this month and when I go I think it would be well to have Mr. McCartney or Col, Moore accompany me in order that the preliminary survei^s and plans can be made to submit to you for approval in the event you are not able to join us there. I have spoken to Mr. McCartney about the matter and he says that he will be very glad to go if he can get away and, if not, he will arrange to send Col. Moore or some one else equally competent and quali­fied. Yours very truly,
