jSkffHf <**• •’ Caf ? m&ssaus © February IE, 1916, Mr. J. B* Anderson. Assistant Secretary, 20 Exchange Place, Hew .York City, B.Y. % dear J. H.i- 1 have yours of the 7th Inst, relative to Mr. Soger*s appointment as a member of the Bgaeutive Committee. I remember there was quite a little discussion at the meeting relative to this appointment, and I believe I called attention to the fact that there had only been three members of the Committee for some time past, but I believe we all overlooked the fact that^lfe* Seger was not a Director and, therefore, ineligible as a member of the Executive Committee, However, I think Mr. Calvin was the one who suggested Mr. Seger*i appointment, as the By-Daws provide for four members and he thought no harm would be done by appointing him# I don’t presume he will ever act. I remember that I called attention at the Board meeting that the By-Daws provided that three members would constitute a quorum, and we all kn®w that the «Hudge and the Senator have handled everything for the past several years, and so far as I know thfre has not been a three member meeting of the Committee for years baok. What I think should be done is to have the By-Daws amended so that the Executive Committee would consist of only two members, as that is what it practically amounts to at present.
