Mr.A.S.Halsted, General Counsel. -Dear Sir: - W A franchise has "been secured from the City of Las Vegas under which there has been constructed a line for the delivery of electric current to the rooming house and the cottages owned by the Las Vegas Land & Water Company at Las Vegas. The franchise referred to was taken in the name of the Las Vegas Land & Water Company, but that franchise only provided for the construction of a line and made no provision for the selling of current to the tenants of the company houses. The current is supplied from the shops of the Railroad Company at Las Vegas and there should be some plan worked out under which collection will be made from the tenants of the company cottages for the current used; either the Railroad Company to collect direct from the tenants, in which case I presume the pctXeline franchise would be turned over to the Railroad Company, or that the Railroad Company sell the current to the Land & Water Company, and the Land & Water Company in turn bill against the tenants. The latter plan would coincide with the plan that is followed in selling water to consumers at Las Vegas. If this plan is followed, it would appear to me that we should have three meters installed,-
