December 21, 1951 Mr. louse?s letter to Mr. Stoddard relates to a letter which I wrote to Mr. Reinhardt on December 4, 1951» recommending that all interested departments give con** sideration to the advisibllity of transferring the water production facilities of the Railroad Company to the Las Vegas Land and Water Company and that the Las Vegas Land and Water Company dissassociate its -waiter production and distribution operations from all other operations. I find that I did not send you a copy of the letter and I do not have an extra copy to send you. However the reasoning was based upon the fact that it was possible the Railroad Company might be held to be a public utility at the present time because such a large part of its production was being sold to others, including the LVL&WCompany. I cited several cases in which wholesale distributors of water, gas and electric power had been held to be public utilities. I also recommended it for the reason that it should help us in our rate troubles with the Public Service Commission. I should like to have your views on the questions raised by Mr. Rouse. E. E.
