fled In said above mentioned electric power con­tracts for the quantities of electric energy used by BMI in the work of pumping and delivering water for and on behalf of the Water District, BMI shall pay said amounts to said State or Commission on behalf of the Water District. (c) The quantities of electric energy referred to In subparagraph (b)(2) above shall be determined on the basis of the average number of kilowatt hours per million gallons for all water pumped and delivered by and through said Water Facilities to all consumers of water therefrom.
