As I recall it, this situation arose as follows: When the Government contractor was relocating th© pipe lines for the new Army Housing Project in 1943, he out the line on Twelfth Street between points "C» and "D*, that is, between Mesquite Avenue and Oak Street, nd the residents in Block 3 were thus deprived of a water supply. These people threatened to get out an injunction to prevent ©onstruction of the Project, and to avoid this a line was constructed from stub end of the line on Twelfth Street to provide them with water. 7 Will you kindly confer with Mr. Fitzgerald, Regional Counsel, at your first op ortunity, end see if the pipe line serving these people oannot be excepted from the improvements condemned* It will not be necessary to disturb the pip© line, but merely leave it in place in its present location.
