Inclosed also Is copy of Chapter lb?, re­ferred to in petition, which: C D Grants to the Directors of the Water District the right of eminent domain with power to condemn private property on resolution by the Directors. (2) To levy taxes to pay obligations of the Water Dlstrlot, Including operating expenses* (33 Bnpowers Directors to fix water rates, regardless of the Public Service Cosnlesion.
