Under date o f November 22d Mr. A lth o f advises as fo llo w s : "With B&B Supvr. Wilson made careftil in ­spection o f wood stave p ip e lin e from shop grounds Las Vegas to r e s e r v o ir s i t e . There are numerous leaks in th is lin e , most o f which a re in close v i c i n i t y o f shop grounds and north o f L.V. and Tonopah highway, which in d icates to me that the major p o rtio n o f th e leaks are the re s u lt o f tamper­in g . North o f highway th ere are f i v e leaks o f some consequence, a l l o f the others bein g minor. "From the L.V . and Tonopah highway north to concrete v a lv e box where the wood stave pipe is connected with th e 24 inch cast iro n pipe and f o r approxim ately 100 fe e t north a d d itio n a l bands have been placed but apparently have never been tightaied which should be done. Approxim ately one th ird o f th e length o f the lin e bears no evidence o f ever having been p ain ted . This p o rtio n o f the lin e showing evidenoe o f fewer leaks than the r e ­maining p o rtio n which has been pain ted. Recommend th at e n tir e p ip e lin e be given a very heavy coat o f approved type asphalt p a in t. This w i l l cost approxim ately $1800, then, that pipe li n e be buried at le a s t s ix fe e t which can be done by using drag­lin e making borrow along west sid e and castin g over lin e . Approximate cost o f th is $500 making a to ta l o f approximate estimated cost o f $2300 to p ro tect th is lin e . I t is my opinion that considerable leaks a re induced by temperature changes and pipe being exposed to th e elements as w e ll as tampering by ou tside p a r tie s ."
