( 2 ) grow, and I do not think there is a very great decrease in population in the city proper as between the present time and the maximum employment at Basic. In the absence of a census, I do not know of any accurate and dependable means of determining population, but I think a fair approximation can be made from the number of water, electric light and telephone services, and in order that we may be in position to form some kind of an opinion of our needs for next year I think it would be a good idea for you to develop the estimated population monthly from now on, using the best means available, and make a monthly report of the increase or decrease in water, telephone and electric light services, and also keep a monthly record of house vacancies, of which I understand there are comparatively none at present. It will be interesting and helpful in forming our opinion if, with such a monthly record, you are able to develop any material difference with the complete shutdown of Basic if and when that occurs, and the curtailment of activities at the Airport. In other words, the object of the above is to develop something upon which to base our Judgment as to our probable needs for next year, aside from the matter of relieving the insufficient pressure conditions, and to enable us to use good Judgment in the matter of either making recommendations for further expenditures or withholding same for further developments.
