Las Vegas Review Journal-May 8 , 1950 Colonel Clark Hamed Water District Manager Colonel Howard Clark, retired army engineer, was named gen­eral manager of the Las Vegas Valley water district Friday night at a meeting which saw a five point* program adopted by the directors and a' “ full speed ' W ------->- ahead” order given the new ex­ecutive. Colonel Clark has an impress­ive record in the construction and consultant field and will start immediately on the vital steps necessary to augment the. local water supply by pumping from Lake Mead. These include: 1. - Negotiations with the Las Vegas Land & Water company! for pWchase of the facilities and wells of the utility now serving] Las Vegas proper. 2. - Completion of the pre-^ viously discussed contract with! the Nevada Colorado River com-i mission for use of the state fac-i ilities to deliver, 15,£00,000 gallons^ of water daily from Lake Mead; into the local system. 3. - Completion of negotiations with the Air Force base officials for supplying water needs there, a plan already agreed to by the Colorado River commission. 4. - Rroceed with detials of the bond election necessary to finance construction of the nec­essary pipe-lines and reservoirs. 5. - Complete a contract with the resort hotels under which i i . , ' f - * * $ ENGINEER—Colonel Howard Clark, retired, has been named engineer for the Vegas Valley Water district, officials of the organization here announced today. tfjfeir fun demands can be furn­ished by the water district. Officials of the local water com pany already have set a tenta­tive value of $2,000,000 on their property here, subject to inven­tory . and improvements. Colo­nel Clark expects to work with the company engineers to pre­pare an accurate evaluation of the utility for the purpose of ef­fecting the purchase by the dis-1 trict. " ] ? Plans call for submitting the bond issue question at one of the fall elections which would make it possible to get started on the new pipe line around the first of January with completion in time to alleviate any possi­bility of a water shortage during the summer of 1951 and there­after. The new general pianager is a graduate of Stanford univers­ity and Massachuesetts Institute of Technology with degrees in civil engineering. He- has a longi record of successful engineering work and during the last World Wax, he commanded a general construction regiment which op­erated for two years in the Euro­pean theatre. This regiment, consisting of 5 officers and 1750 men rebuilt bridges*, roads^ water works, sewage treatment plants and re­stored bombed and blasted cities Ito. normal life. __________
