I each year and providing for penalty covering violations. * Application will be filed with Utilities Commission for supplementary rate covering heavy water users as a measure of curtailing usage, and we are putting on a man for approx. 30 days to police situation in City to make certain residents literally observing emergency ordinance. As result our handling as above, we have during past 24 hours gained 2-1/2 feet in reservoir and 22 inches in settling basin.
