Water System - Las Los Angeles, June 27, 193&. Mr. F. H. Knickerbocker: I return herewith Mr. Bracken's l e t t e r to you of June 2^th in connection with the water situ a tio n a t Vegas. There is no doubt th at we should secure remedial le g is la tio n a t the next session of the le g is la tu r e . As a m atter of fa c t we endeavored to do th a t at the la s t session and you w ill r e c a ll th at the attempt died on the vine due to c e rta in rep resen tatio n s of the Las Vegas people which I understand they have not kept. I b eliev e the present law could be repealed, but i f not I see no reason why i t could not be amended so as to permit meters on commercial and in d u stria l p ro p e rties. However, I do f e e l that the City of Las Vegas could pass an emergency ordinance p ro h ib itin g sp rin k lin g except during c e rta in hours of the day. That has frequ ently been done in Los Angeles C ity, and i f such an ordinance were passed r e s tr ic tin g sprink-lin e to one hour a day i t would undoubtedly be a temporary m ake-shift measure which would help u n til the s ta te law was amended. The unfortunate part of tying in with the Reno Light, Water & Power Company in th is situ a tio n i s th at I understand the present law was put in to p ro h ib it c e rta in alleged abuses by th e Reno Water Company years ago, and i t might be b e tte r i f we were on our own on th is deal and i t did not become publ i c l y known we were associated with th at company.
