WATERS - LAS VEGAS SPRING. m December 3, 1924* Mr* A* S. Halsted: I am enclosing you two copies of le tte r I received from the State Engineer re la tiv e to proof of appropriation of the waters of the Las Vegas Big Springs* || have discussed this matter with Leo and in my judgment we should f i l e proof of appropriation of our vested right to the Las Vegas Spring as of March 1, 1905* Prom our own knowledge there was a user of a l l of the waters flowing from Las Vegas Spring fo r several years prior to March 1, 1905 on the Las Vegas ranch and a p a rtia l user at least as fa r back as the la tte r six ties* For this purpose, i t w ill be necessary to have a survey and a cultural map prepared, showing the number of acres irrig a te d in each forty (40) acre subdivision upon which water has been applied, showing character of props, etc*, and the location, size and carrying capacity of the ditch or ditches* It w ill be necessary to have the State Engineer appoint one of our engineers as a ”State Water righ t surveyor” and we can arrange fo r this appointment and the q u alification on the blanks that w ill be furnished by the State Engineer, We can furnish the surveyor with f u l l d etails as to map and data requirements* We should also have the fo llo w ing data accurately: (1) The amount of the uniform flow of the water from Las Vegas Springs* (2 ) The maximum amount of water in gallons or second feet sonsumed d aily by the ra ilro ad company fo r ra ilro a d purposes since 1905* (3) The maximum amount of water consumed d aily fo r the municipal purposes in Las Vegas town since 1905* (4) The amount of water diverted for railro ad purposes that flows back into the channel afte r ra ilro ad use* (5) The amount, i f any, of water that flows from the sceptic tank to the raneh fo r irrig a tio n purposes* While the survey above mentioned is being made, a careful survey should be made of contour lin es of a l l pro-
