You will recall that application No* 15140 was for the transfer and change of point of diversion of 2,5 c,f,s, of water under permit No, 7200 to the existing well in the railroad grounds. This application was granted and the change of point of diversion authorized by permit No, 15140, Subsequently, it developed that the entire amount of water so transferred could not be appropriated from the new point of diversion for sustained periods and, therefore, applica­tion No. 15754 was filed for the purpose of transferring 1,4 c,f*s, from the point of diversion authorized under permit No, 15140 to a new location involving the drilling of a new well. Application No. 15754 has been published but the permit and authorization for the new well has not yet been granted. Therefore, the form furnished you by Mr, Bennett covers only permit No, 15140 in relation to Proof of Commencement of Work, The Proof of Commencement of Work form which you have requires a statement'as to the amount of money expended in work or improvements, together with a description of the improvements at the new point of diversion. As indicated by Mr, Bennett, the construction of the tank and pipelines should be included. If I recall correctly, test pumpings of this well were made at various times and the well was cleaned out, surged, etc, to determine the usefulness and production of this well, I believe this work should be described and the cost thereof included in the form in your possession.
