i LAS VEGAS EVENING j REVIEW JOURNAL Page Four Friday, September 22, 1944 BMI Water Plant Purchase Silted A plan for the negotiation of tiie possible purchase of the Basic Magnesium water system for use by the city of Las Vegas, was proposed today before the board of commissioners, and while no action was taken on the - proposal, it was filed for future reference. City Manager Charges McCall reported that the plan had been brought to his attention by interested citizens, and he suggested that the city hoard give some thought toward the possible purchase of the system when, as and if the plant is closed and the government asks for salvage bids on the project. He said that he had written Senator Pat McCarran that if the DPC or any other agency decided to dispose of the government’s interest in the plant that the city might be interested in purchasing the water system. McCall declared that the letter to McCarran bore no commitment whatever and that it merely was a precautionary measure to protect the city if ?uch a plan is finally decided upon. Along the same line, McCall explained the “m u n i c i p a l authority” program which will be presented to the legislative; delegation from Clark county at ! a meeting this evening. Under this program a nonpolitical board would be set up, under the title of municipal authority, which would be empowered to do public works for the city and sell bonds for such work. Under this setup it would not be necessary for the city to vote the bonds, but whatever financing- of public work would be necessary could be set up by the authority and bonds sold to cover such work. It was pointed out that thOj “aUthr°rT issu e^n ly Avenue producing bonds and thah the was made by the authority. \ The city board would appoint the members of this authon y, which would be set up, R em em bers to receive a small remuner ation for their services. - In other words, the aRhordy would operate along the lines of the metropolitan'water district in the Los Angeles area but would be able to operate | in other fields besides water. • The proposal was submitted the city board and no action will be taken u n t i l such time as the j need arises.
