FOREWORD. The legislature of 1921 appropriated $200,000 for an investigation of California’s water resources by the State Department of Public Works, Division of Engineering and Irrigation. Accordingly, an engineering investigation has been completed and a report transmitted to the legislature on January 1, 1923. The great mass of data collected and the complex analyses thereof made it advisable to present much of the information in separate volumes.
