52 V I 1 CONCLUSIONS It would accordingly appear that the 42.5$ over-all average increase in water rates that is required to yield the Las Vegas Land and Water Company a reasonable earning is fully warranted and not excessive, because: 1. Such increase will only return a modest earning on a reasonable capital base. 2. That with the high quality of water furnished and the high per-capita consumption, the proposed rates on the average are low when compared with most water rates elsewhere. 3. That the increase is considerably less than the ^ * decrease in the purchasing value of the dollar suffered by the company. 4.
