REFERENCE TO THE ABOVE FILE NUMBER IN YOUR REPLY WILL BE APPRECIATED. July 11, 1910. Mr. John Ryan, Gen. Mgr., Tonopah & Tidewater R.R., Ludlow, Calif. Dear Sir: Your attention is invited to the enclosure herewith showing advantages to be obtained by railroads securing membership in the Bureau of Explosives. It is noted from a report of our Local Inspector, Mr. H.B. Eyde, that the regulations for the transportation of explosives as prescribed by the Interstate Commerce Commission are not being thoroughly complied with on your line, and while we assume that you have issued such regulations and expect them to be complied with, still it is known to us that it is extremely difficult to obtain proper compliance except with the instruction and inspection which our Bureau is able to give. The conditions reported by Mr. Eyde were noted by him in connection with his inspection of other roads which belong to our Bureau. It is requested that you consider thoroughly the advisability of becoming a member of the Bureau of Explosives and I hope that you will see your way clear to take action to secure such membership in the very near future.
