Dear Mr. Hamilton: In connection with the above application, I enclose copy of the Opinion and Order of the Nevada Public Service Commission sending it to you in view of the Second Finding of the Commission that any capital expenditures made by the Company under Rule 9 should be added to the total figure as evidence of its agreement with the Las Vegas Valley Water District. Since the application did not directly require any capital expenditures, but on the contrary, requested us to be relieved of future capital expenditures, it is not quite clear to me why the Commission would Insert numbered Paragraph 2 in its findings.
