Water main ex­tensions to and/or in real estate subdivision, will be constructed, owned and malntalned(by the Company^under special oontract only when the entire cost of such exten­sion is advanoed to the Company. The amount advanced will be subject to refund, without interest, as provided for in Rule 9-A provided that such refunds shall be made to the party making the advance.
