Li • A. - J u n e 2 9 th, 1 9 W Mr. Frank 3trong Referring to your letter dated June 1 5 th requesting me to attend meeting of interested parties in Vernon City Hall at 2:00 pm, June 22nd., to discuss exception made by the State and City Health Department of Los Angeles to City of Vernon dis­charging into the Los Angeles River bed<x$p.uent from City storm drains. The meeting was called to order by^Mr. Charlie Smurr and there were about twenty people present, all of whom were re­presentatives of various Industries located in Vernon. There were no other representative of the other railroads at this meeting. Representatives of the State and City Health Depart­ments were not present. Mr. Smurr called the representatives of the various Industries together for discussion among themselves to see what their next step should be. Mr. Smurr advised that the Health Department claimed that the water bearing sands underneath the Los Angeles River will be contaminated unless effluent from the storm drains is either treated in a satisfactory manner or some method of keeping out of the storm drains certain waters coming from noxious Industries such as packing houses, oil refineries, etc. and Health Department is going to take vigorous action against City of Vernon and perhaps the industries themselves unless something is done. After discussing the matter at considerable length,i the group recommended that the entire matter be referred to the Vernon Industrial Development Association, 3 7 H Santa Fe Avenue, 'phone LA-6520, Mr. Charles R. Smurr, Manager. This Association will confer with sanitary experts, give the matter careful study and at a later date will again notify the various representatives of the industries the date of next meeting so that the group can consider the matter further.
