Lincoln: Referring to your f i l e which you le f t with me a few days ago: I have reviewed this f i l e and have gone over the situation with Mr. Begun. As I understand i t , o rig in a lly there were a number of cases of disputed weights between our company and the Star Truck & Warehouse CosrpaS^TS^respect to shipments either consigned to this company or handled by it as a for­warding agent; that the Transcontinental Freight Bureau investigated these disputed cases and became sa tisfie d that the Warehouse Company’s contentions were correct as to the weights claimed by it , except in these four instances; that the Bureau declined to accept the Warehouse Company's weights in these four oases, although the weights claimed by it in these four instances were obtained in the same manner and under the same circumstances as were the weights fin a lly accepted by the Bureau in the other cases. I understand from Mr. Begun that on account of these disputed weights the practice was put into effect about a year ago of weighing over platform scales a ll o f the artic le s contained in these consolidated shipments under the supervision o f a railroad representative and the Warehouse Company's rep­resentative; that the resu lt of this weighing has established that almost invariably the Loe Angeles weights are confirmatory o f the originating weights as shown by the data in the posses­sion o f the Warehouse Company, and that in some instances the Warehouse Company's weights were higher than the Railroad Company's. In other words, the resu lt of th is test weighing tends to establish beyond a reasonable doubt that the Warehouse Company's previous weights, including those involved in the four cases in question, were honestly secured and are therefore correct.
