Sir: I have the honor to reply to your letter of the 31st August, wherein you ask for a full and prompt report on certain matters contained in a letter written by Chas. G. Bartlett, Colonel 9th Infantry Whipple Barracks, Prescott, Arizona. 1st Buwarrow (boara) is one of the kickers of the tribe. He got his full ration last year as reported on my vouchers, but at every issue he tried to make trouble and [not legible] faction among the Indians.
