Authority 24486, dated Oct. 19. 90. granted “a sure not exceeding $560 in open mar-ket purchase of four young and serviceable mules at a price not to exceed $100 each, and two young and serviceable houses at $80.00 each. As 5 mules were transferred from War Dept. I needed but one more and
