The ominous note was struck i in a letter from Senator Pat[ I McCarran who wrote, “ I think I should warn you that there may be trouble ahead.” Miller had sent McCarran a proposed bill granting the district right-of-way through government land which the pipeline must pass, and received his warning that it might run into trouble in the Interior and In-i sular Affairs committee o f the Senate. The Senator said he will go ahead and introduce the bill, but criticized it as being so broad in scope that it would permit the' water^-rdistrict or Bacis Management fnc. to demand virtually any land for virtually any purpose. The sena-i tor said he doubts that a bill; with such broad language willj ever receive approval of the committee, let alone the senate. M cCarran also mentioned something he called the Morse formula, which requires the payment of reasonable value f o r . federal land given to a local agency such as the water dis-| trict.
