As I read the ordinance, it is incumbent upon dock owners to collect dockage and wharfage at the rates prescribed in the ordinance. I f a vessel docks at more than one wharf during any twenty~four hour period, the dockage rates are to be divided between the wharf owners. I do not think there is anything in the ordinance ju stify in g the custom of not charg­ing fo r dockage where a vessel is tied up fo r less than three hours. As I have, written several times in the past, in my judgment an arrangement should be made between the several dock owners for the collection of dockage and a division of such charges among such owners according to their righ ts, I return herewith f i l e .
