(Mr.A.S.Halsted - p. 2) ters apparently In conflict with the reports made by Las Vegas Land and Water Company during the past several ye&rs, all of which I am sure can be fully explained. Considerable tes-tlmoney was offered before the Commission from individuals as to apparent discriminations in the schedule of rates, and a petition was submitted to the Commission, copy of which I have, signed by over two hundred and fifty of the inhabitants of Las Vegas, protesting in a general way to the increase. Commissioner Malisne, who is an experienced hydraulic engineer, intimated that the valuation of $30,000 per sec. ft would be excessive, as water in Nevada for Irrigation purposes is of the value of about $5,000 per sec. ft. The Commission conceded, however, our right to place a reasonable market value on the water diverted and applied for municipal uses. No doubt the Commission will place a value on the water much lower than $200,000, but,from their attitude, I believe they will allow us a fair consideration. Of course, the comparisons Mr* Perkins had to offer showing his estimated value of the water, were taken from Southern California points where the conditions are entirely different. We had a fair comparison in the town of Winslow, Arizona, which is furnished water by the Santa Fe on a plan sromewhat similar to ours, but at that point, as near as we can learn, the water is extracted from a large area of water bearing land which the Santa Pe owns. I am of the opinion that the Commission will grant us the increase asked for in our new schedule, with possibly some slight adjustments between different classes of consumers,— in other words, they may lower in some instances and increase in others, but, on the whole, I thibk we will get the relief asked for* FRM-H cc— Mr. Mr. Mr. Mr. Mr. Mr. Knickerbocker R .
