The work on the construction o f th is s e t t lin g basin, e tc , has not as yet been sta rted but I was over the ground yesterday with Engineer McKee and I b e lie v e th ere has been an appropriation passed fo r a high board fence around one o f our springs. This I b e lie v e would be useless expenditure in view o f the fa c t th at we are going to construct the s e t t lin g basin with pipe lin e d ire c t from s e t t lin g basin to intake box and that work in my opinion should be om itted from the intended con struction work.
