It was the opi n i o n o f the M a y o r and C i t y a u t h o rities that p r e s e n t ordinances r e q u i r i n g I n s t a l l a t i o n and ma i n t e n a n c e o f recap t u r e facili t i e s o n c o o l i n g and r e f r i g e r a t i n g plants, if p r o p e r l y policed, w o u l d res-sult I n substantial r e d u c t i o n in w a t e r consumption. D u r i n g the conference, w e a d v i s e d the Public Service C o m m i s s i o n that, as our records indicate our pre s e n t w a t e r rates are Inadequate to net a f a i r r e t u r n o n our investment, w e a n t i c i p a t e d f i l i n g i n the n e a r future a n app l i c a t i o n f o r a general increase I n rates.
