In its decision in the rat® case the Commission disallowed in the rate base all but. 200 acres of the land in the vicinity of the wells on the theory that it was not required for water production. Notwithstanding this fact, the Chief Engineer of the District has recently advised me that the District is desirous of acquiring' the 679.42 acres of lend as well as necessary rights of way for transmission lines end power lines and this on the advice of the State later Engineer. My suggestion is that the amount of land to be donated be carefully considered and the minimum amount donated* I have another suggestion which is related to the retention by the Railroad Company of the land lying west of the railroad tracks and east of the water field. The power lines and transmission lines which cross this area in most instances cross in a diagonal manner so as to badly cut up the property and interfere with its ultimate development. Hr. Reinhardt and I have been recently discussing. the desirability of ; adopting some plan to eliminate this condition and to provide for a single transmission line from the water field t© the distribution system s© located as to foster the best development of our property, If we should donate the water system to the District, I would suggest that it be done on the condition that the District re-arrange the location of the transmission lines and power lines in a manner satisfactory to us. I think that Mr. Kulsiser's suggestion should be given serious consideration by our tax people and the management because if it is more advantageous to donate the system then to sell it, I can see a# reason why this should not fee done.
