This is in line with the provi­sions of proposed contract between the Railroads and the LVL&WCompany for the sale of all of the water facilities of the Railroad Company to the LVL&W Company. That will enable the Railroad Companies to grant to the District at the time of the sale of the water system to the Dis­trict permanent easements containing the limitationa and restrictions which are recited in the proposed purchase and sale agreement between the LVL&W Company, Railroads and the District* I see no need for the LVL&W Company to obtain pol­icies of title insurance for any licenses or easements obtained by it over lands of the Railroad Company.
