Copies are being sent to Mr. James M. Montgomery and Mr. Thomas A. Campbell. None of the ex­hibits referred to in the agreement are attached except the maps because we are not yet able to draw the neces­sary legal descriptions. Surveys are in progress which will enable us to do that. The enclosed draft is not intended to reflect our final ideas as to the form of the agreement because it has not yet been reviewed by various persons in our or­ganisation to whom I am distributing copies at this time. However it will serve as a starting point for our negotiations. I expect to receive the comments of our people promptly, and when the attorney in your firm who is going to handle this matter is ready to discuss the agreement with me, I shall appreciate it if he will call me. cc - Mr. Thomas A.
