Las Yagas - April 37, 1944 I 12—4 See W-20 Mr. F. 0. Paulseat Returning file received with your latter April 25 regarding question of whether the Railroad Company is required to secure City plumber*s lloenea for work done in Las Yogas. In order that you may be fully advised on this subject, I am enclosing copies of telegrams exchanged between Mr. Connors and myself. Is were advised at that time by the Mayor of Las Yagas that the tJPRR would not be required to taka out a master plumber*a license. In further conversation this afternoon with General Attorney, who has mad© s very thorough study of this question, he advises a master plumber’s license is required, because the ordinance provides no one may connect to the City sewer mains without first securing a permit from the City plumbing inspector, and no permit of this kind will be issued except to a party having a master plumber’s license. It was our understanding that no license was necessary when the work was performed by the owner personally of the premises served, tout obviously it is impossible for the Railroad Company to personally perform any work ns the Railroad is not a person.
