FOSTER: — Referring to your letter of October 2nd, quoting letter from the Pacific Sewer Pipe Company, in which they request that we send to Los Angeles as many joints of the pipe line at Las Togas as we think necessary to test. As explained in previous correspondence the pipe is all under ground in the line. We hope to use about 5,000 feet of the line extending eastward from the spring. The first 3,000 feet of the line is njdt encasedin concrete but the remainder of it is. As we ^4xpect to use that part of the line not encased in concrete/it would not be advisable to remove any part of it, and it wjuld not be practicable to remove the joints from that part of crete. the line encased in conThe Pipe Company must realize that pipe which was furnished is of the same quality as all other pipe manufactured by their company, and it is not at all necessary to furnish sections of pipe from the line at Las Vegas for test purposes. What I had in mine for a test at Las Vegas was to place a bulkhead at each end of the 3,000 ft. section not encased in concrete, and after filling it with water install a pressure pump at one end of the line and increase the pressure in the pipe until It failed.
