(The 1816* o f 24" wood stave pipe is intended to convey water from the se ttlin g basin to end of present 16" wood stave pipe lin o , while Work Order 4707 provides fo r making this connection with 16" wood stave pipe* Zn toy ipinion i t I© essen tial to in s ta ll the la rg e r pipe at the upper end in order to reduce losses in pressure due to fric tio n and thus Increase capacity and pressure at the outlet end* Work Order 4707 was authorized on the basis o f accounting fo r the renewal o f a portion o f the pipe lin e as property Retired and Replaced, which in my opinion, Is incorrect as the portion o f the pipe lin e to h© renewed cons is ts o f a minor portion o f the lin e , and the work should be handled on a Betterment basis* A lso, due to the fa c t that the Budget Item and existin g authority overlap, it is ay recommendation that work Order 4707 be closed out on the basis o f charging only the now w e ll and fence around Big Bpring, replacing the buildings and pipe lin es from Springs A and B and concrete forebay* The to ta l expenditures to date against W*0* 4707 amount to |6,?34 o f which $1,355 is Capital Account and #4,605 Operating Expenses, taking Into consideration re tire ments above mentioned* fhe fence around spring has not boon b u ilt and is estimated to cost |500 chargeable to Capital Account, making the to ta l charge to M B $2,055 while #5,740 was appropriated by W*0* 4787*
