In the event the District shall not have commenced to construct the new pipe lines and have removed the said existing pipe lines and pumping station as provided in Section 16 hereof within two years from the sale date and shall not have com­pleted said work within two (2) years and ten (10) months subse­quent to the sale date, Railroad Companies, after having given the District sixty (60) days' notice in writing of its intention so to do, shall have the right (a) to construct an adequate pipe line of a capacity equal to or exceeding that of the existing 24-inch cast iron pipe line and 16-inch transite and cast iron pipe line shown on said Exhibit "A" by broken black and red lines and of a type and size to be mutually agreed upon; and in the event the parties cannot agree upon the character of said proposed pipe line within ninety (90) days after said written notice, the same shall be constructed by Railroad Companies of 39-inch concrete or pipe of a similar character. Said proposed pipe line shall be constructed in the location shown in broken red and white line between points marked A and V and V and K on said Exhibit "A".
