A* - 2* furnishing water to outside parties and after interminable con­ferences and negotiations with, public bodies and private parties we are gradually discontinuing the furnishing of water to out­side parties# a copy of which was sent to Mr* Halsted, I called their attention to this fact, in part as follows: “Shis whole arrangement of furnishing water to out­side parties, with no authority to engage in that busi­ness, will sooner or later involve the company in a multitude of annoyances and troubles, as it has the Oregon Short Line* In ay judgment the matter ought to be called to the attention of the Management and the situation carefully surveyed and analyzed in view of the water service we are actually furnishing, out charter powers and the provisions of public utility enactments in this State* When this is done I am certain that the conclusion will be reached that the Railroad must not enlarge its undertakings in any way in these respects and mast take constructive steps to terminate the exist­ing arrangements and withdraw from such service alto­gether at the earliest practicable opportunity*H furnish water to the people of lynndyl, to continue to furnish it at the present rate or at least at a rate that will reimburse the company simply for its out-of-pocket cost* I do not believe we should install meters there for that will tend to furnish additional evidence that we are engaged in furnishing water as a public utility, and I am firmly of the opinion that we should endeavor to decrease the number of people to whom we furnish water rather than increase the number.
