Dear Sir : Referring again to your favor of July 3rd, which refers to the Las Vegas Ranch and particularly to the matter of'water rights. Confirming my former letter 4,o you in regard to maintaining our rights to the viafer that it is absolutely necessary to appropriate sene, otherwise anyone below us could tahe the overflow, as I understand from the Law Department, and could use and appropriate same.
