The case was heard b e f o r e the Commission a t Las Vegas on May 28 and 29, 1951,, I t having been found to be im po ssib le to complete the i n v e s t i g a t i o n w ith in the o r i g i n a l suspension l i m i t , the suspension was sub sequ en tly extended an a d d i t i o n a l t h i r t y days. On J u l y 3 0 , 1931, counsel f o r Las Vegas Land and Water Company s t i p u l a t e d t h a t e f f e c t i v e date o f the new r a t e s be withheld u n t i l September 1 , 1931, due to the f a c t t h a t i t was im p o s sib le f o r the Commission to complete i t s i n v e s t i g a t i o n w ith in t h a t p e r io d . RE PRESENT RATES S in ce the Las Vegas Land and Water Company began opera­t i o n s in 1909 t h e r e have been two c l a s s e s o f r a t e s on f i l e , namely, f l a t and meter r a t e s . The meter r a t e s have never been placed in e f f e c t , and the management s t a t e d they never d e s ir e d to p l a c e them in e f f e c t due to the a d d i t i o n a l expense in i n s t a l l a t i o n and monthly readin gs o f m e te r s . P re v io u s to the 1931 L e g i s l a t u r e water meters in c i t i e s o f 1 0 , 0 0 0 p o p u la tio n or over were b a r r e d . D u rin g,th e 1931 s e s s i o n the a c t was amended to read 4 , 5 0 0 or ov e r. This n e c e s s i t a t e d t&at the Las Vegas Land and Water Company d is c o n tin u e the meter r a t e s p r e v i o u s l y on f i l e with the Commission, as the C i t y o f Las Vegas now has a p o p u la tio n o f between 6 ,0 0 0 and 8 , 0 0 0 . WATER SOURCES P revio u s to 1922 the Las Vegas Land and Water Company, which i s a s u b s i d i a r y company o f the Los Angeles and S a l t Lake R a i l r o a d Company, o b tain ed i t s water supply from two flowing s p r i n g s . At t h a t time i t appeared t h a t the C i t y o f Las Vegas would grow due to the p o s s i b i l i t y t h a t Boulder Dam would be c o n s tr u c te d in the f u t u r e .
